Probably but his truck is the SR5 4wd which came with the same size tires/rims as his buddie's and probably are identical to his. Toyota didn't actually offer different Limited wheels til '99.

my 98 ltd has 16s and yes the calipers and rotors are bigger than sr5 and base models. The only way to fit 15s is to grind the caliper to clear the rim. You have to be careful doing this. And I can't recommend how to do it.
I don't see adrastic price increase. I would stick with 16's because like someone said you are going to have brake clearence issues and probably a speedometer that is no longer accurate.
