16" Tundra Steel wheels Balancing issue

I did search and read thru a few threads to try to find an answer. See thread link below,

Picked up a set of 16x7 06 Tundra 18 hole black steel wheels to run thru the winter so I can sand down and paint my 5 stars properly over the winter.

Got a set of proper lugs for the wheels as well.

Went to get them mounted today a local shop and the mechanic could not get them to balance at all.

Noticed that when the cone is put in the OEM's it sits flush, but the steelies have a lip and did not sit completely flush, This was on all 4 . Got one to finally balance but the problem persisted with the others so I decided to remount the OEM's, which re balanced fine, and try to figure this out.

Steel wheels are in good shape, low miles on them.

Do I need to find a shop with a Haweka adapter to make this happen. ?

The guy doing knows his stuff and could not figure this one out and was cool and did not charge me .

Thoughts ? Ideas ?

find one that has that adaptor, and might as well road force balance it with one of these

GSP9700 Locator

find a shop with good reviews. Generally if they have one of those, they should be reputable.

Thanx . Looks the the near by Toyota dealership and Firestone have the 9700. I like to try to give independent shops business,

make sure you say you want them road force balanced, not just balanced. which means they might have to deflat the tire and match the rim to the tire.

Taking off the tires from the OEM's so its a clean start.

Nice of them not to charge you. What's the condition of the tires themselves?

Like the previous poster said,make sure the new shop actually tries to force match the wheels to the tires. It involves several extra steps compared to your run of the mill tire balance. The balancer will measure tire and wheel runout separately then prompt the tech to mark both parts, who then may have to break the tire bead loose in order to match the mark on the tire to the mark on the wheel. I say "may have to" because at times the tire+wheel will already balance fine at their current positions and any further attempts to force match yields a negligible improvement.

Is the lip (the beveled side) facing in or out? Most steelies have the bevel inward. Which means he would have to back cone instead of front cone. This may require a spacer.
