1988 22re idle help

I've searched everywhere and can't seem to find an answer. In the morning when my 4runner is cold it does not start with a high idle until its warmed up. It is a 22RE with 5speed manual tranny. It has 202K miles on it.
My question is can anyone tell me what controls the idle when cold and why mine doesn't idle higher upon cold start up? I've cleaned the throttle body and the butterfly. When I start it in the morning it idles at about 800 RPM's and stays that speed whether cold or warmed up to operating temperature. Thanks in advance.

It could be a couple of things but I would start by checking your idle air control valve that is bolted just south of the throttle body. It will have two coolant lines and two vacuum lines going to it. Then I would check the water temp sensor. There are steps in the EFI section of the FSM that cover the inspections on those parts.
