1990 4runner rear window issue

Just bought a 1990 4runner about a month ago :driving:, the rear window dosent roll up or down unless I manually do it by pushing it up or down when standing at the rear hatch. When I press the up and down switch you can hear the motor turning but the window dosent go up and down. Also when I put the key in the key hole on the hatch it does the same thing. I took the inside cover off the hatch with the hatch open and turned the key and I can see the round part of the motor spinning. There should be a cover over this peice as I have seen in other pictures of the window motor. Could this extra missing peice be the reason its not going up and down? Could there be something that came unattched, maybe the actuator, or whatever the thing is that actually makes the window go up in down that is controlled by the motor. I can get some pics tomorrow if that will help. Thanks in advance for the help.

P.S. Its annoying because i can just push the window up and down which isnt good cause anyone could do it and get into the car that way. It also slides down a little if i hit big bumps and i got rain in it one day and the exhaust comes in because it dosent seal into the weather stripping 100%.

Here's a pic of a motor with the silver cover over the peice that I am talking about. Mine does not have this cover and when i turn the key in the key hole to lower the window I can see the components inside spinning but the window does nothing.
