1990 4runner Throttle Sticking

When im going down the road, every once in a while i'll let off the gas the rpms stay up and I have to shut it off and restart it and they still stay up and i have to restart it a couple time to get it back to normal. The throttle moves smooth and returns smooth. It seems to happen when im about 1/4-1/2 throttle and cruise and then let off that the rpms stay up and wont go down. The car had been sitting for a while and the idle was high and i mess with somes screws with a allen wrench before i found the idle screw so i dont know if that has anything to do with it but ive sprayed throttle body cleaner in it and lubes the cables and its still sticking. Any Help???

generally with a dirty throttle body it won't idle well, not idle too high. Make sure your idle air control valve is functioning. If it sticks open it will raise the idle. Also I would check all vacuum lines for leaks and cracks. You can spray the tb cleaner on the suspected vac lines and if the idle changes you know it needs replaced.
