1991 4runner 22RE blower fan dead!!

So we would like to go to the snow soon here but i dont want to do the trip with the windows rolled down so i need to get the defroster working again..

problem: blower fan is dead as a doorknob

symptoms: before the fan stopped working it would cut on and off related to the rpms of the engine. For instance if i was cruising on the freeway it would work fine, but when i came to a stop and the rpms dropped to an idle, it would cut out. Then it began cutting out at normal engine speeds, then not at all.

Ive already tried replacing the blower itself but its bot getting any power.

where should i go now?

ive pulled the resistor, it seems good nothing looks burnt, i am unsure how to test for resistance. The prongs are labeled L, M1, M2, and H. There is no ground prong, so which terminals to i measure through?

Also ive removed the harness from the beck of the speed selection switch and one of the terminals is obviously burned and melted. It is not the power terminal to the switch. I do have 14v to the lower left terminal.

I have no clue where to go now someone please help.
