1996 4runner brake issue

I have 96 4runner with 200,000 miles on it. I have a pulsating feel when I brake and gets worse as the brakes get hotter. I did the front brakes back in Sept. 2010 but it still did it after putting new brake pads and new rotors. So I left it alone. I was told that it might be the back brakes that are causing the vibration but I feel all the vibration in the front. I have never done the rear brakes which are drum and I don't know if they have ever been redone. I bought the 4runner with 147,000 miles on it and don't know the history of the rear brakes. Any help would be great cause I was gonna put new front pads and rotors thinking that will fix the problem.

Taking a closer look at the rotors may be a good idea....check to see if they meet the minimum thickness specifications...if not...they're not safe...the rotors could also be warped...this normally causes the pulsating feel...you'll have to get them replaced if they're warped...
