1998 4cyl miss fire

i have a 1998 4runner that mechanics changed plugs and wire 3 times and coils once but it still idles really rough but runs great at high speeds or rpms
they say it codes miis fire speraticly on cyl 1 and 3
it is a 4 cyl standard any suggestions please help really need this fixed

Thats a hard one, could by fuel pressure?
