1998 tailgate lock repair

The lock cylinder in the tailgate of my 1998 T4R broke off of the internal mount.
It seems to have been held in place by
2 self-tapping screws going into the back of the plastic license plate frame (I think). Now it just bangs around inside the tailgate. I've removed the inside plastic cover and the metal inner panel.
So, my questions are: How do I remove the plastic frame from the tailgate without removing the whole window regulator assembly. and can it be fixed or do I have to replace the license frame itself?

Folks,
I just repaired my lock cylinder.
I was able to re-attach the lock back to the 2 broken plastic screw holes on the back of the license plate frame.
There was still enough "meat" to screw 2 longer self-tapping screws into.
I was able to do this with the frame still in place( just a little tight).
Works like a charm, but if it goes again - I'll have to remove/replace the frame.

Is it a latch similar to a door latch? How did you able to manage re-attaching the lock back? My uncle tried this & I just can't understand his instructions.
