1999 4runner crank pulley bolt

Is the crank shaft pulley bolt in the 99 4 runner a one-time-use bolt? We had a mechanic try to use a salvaged bolt in a repair job and it snapped off. We're building a small claims case because he won't return our calls or remedy the situation

they can be reused, i ended up getting a new on when i did my timing belt job at 200K miles it had already been reused once before at 100K miles.
 
Officially, it is marked in the FSM as non-reusable.

However, this is the case with all fasteners that have Toyota's version of ThreadLocker pre-applied. Mechanics (including dealers) routinely apply new ThreadLocker and reuse them. I reused mine but I'll get a new one next time (scheduled for 240k).

If a bolt snapped, I'd suspect over-torqueing with a big impact before I blamed re-use of a bolt. In any case, I'd argue for prima facie mechanic error. That should not happen. Get him on the stand and ask him what the torque spec is (217 ft-lbs) and how he achieved it. If he doesn't know, you nailed him. I bet he doesn't.

What happened when it snapped? Can you get it out?
