1999 Lexus RX300 problem

Hey everyone,
I know this is the 4Runner forum, but since it is a toyota, the problems should be similar in nature haha

I have a problem that I need to fix on my sister's 1999 Lexus RX300.
This is the problem:
Today she turned on the car and the car engine was revving up and down between 500 and 1500 RPM. It goes up and down, up and down.
Problem 2: The brakes are not working. When you were to push the brake pedal down, the pedal feels "mushy" like the brakes are not charged (aka the feeling as if the car were turned off and no "feeling")

Symptoms:
The check engine light is on
There is this "rumbling" noise/feeling when the car is just sitting there idle.
The brake problem (described above)

I seafoamed the lexus about 1 week ago. I fed the seafoam through the brake vacuum line that goes to the engine (the video shown on youtube http://youtube.com/watch?v=SZf4WXwVL_E)

What do you think the problem is? We checked all the hoses and lines and they appear to be all okay.

did you change the battery recently? disconnect the battery?

i used to have a solara, so same engine (1mz-fe.)

when i would disconnect the battery/reset the ecu the computer would re-map fuel settings and what not having the rpm bounce from 300-1000rpm, until the ecu balances out.

For the brakes, sounds like it needs to be bleeded.

since you say there's a cel on, get it read by autozone. they should be able to give you the cel code free of charge. then we can see whats going on from there.
