2-cent tax on emails?

My brother just emailed this to me, scary stuff:

The United States House of Representatives is currently reviewing Bill H.R.602P, which will permit the Federal Government to charge a 2 cent surcharge on every email delivered, by billing Internet Service Providers at source. The consumer would then be billed in turn by the ISP.

i think it would be better if there was a charge on emails being sent.

that way, spam mail would be reduced.
