2000 4Runner Clutch Question

I've got a 2000 4runner SR5 with under a 100000km on it, in the last week it started having issues with the clutch. It started with the pedal sticking when depressed or sometimes not disengaging the clutch. It progressively got worse to the point where now every time the clutch sticks or does not engage. After googling this issue it appeared to be a master/slave cylinder problem. I checked both and couldn't find any leaks in the hydraulic system. So I decided to take it to a shop. They are telling me that it needs a new clutch and flexplate. I never once felt the clutch slip or not engage. Does their diagnosis sound consistent with indicators to any of you?

Release fork only moves a 15mm, I believe it should move about 30 to 40 mm.

Does anyone know the specs for the release fork, or the specs for the pressures at the master/slave cylinder?
