2000 sr5 fender adjustment

Does anyone have experience adjusting these fender flares? Mine are loose and the stripping is falling out and driving me crazy. Thanks!

Are a the clips in on the bracket for the door flare molding? I only seen them loose when the plastic clips are missing

Fenders are literally bolted on the the clips in the front wheel wells. Rear are clips and one bolt The bumpers are bolted on as well.

That doesn't look much like mine, but yeah - bolts are used and maybe a clip or two.
