2001 4Runner Electrical issue East Bay

Long story short, my son has a 2001 4Runner, when he started it yesterday, there was a good amount of smoke coming out of the dash. Several fuses are blown. I’m looking for somebody that can diagnose it and knows what they’re talking about not looking to pay a fortune for somebody who is just poking in the dark. Located in Livermore the closer the better since I have to tow it any help is much appreciated.

disconnect the battery while the vehicle isnt running and it sounds like something has melted or is arcing/melting. I would recommend getting it towed somewhere that can electrical chase before it leads to the truck catching fire.
