With these types of vehicles, condition and mileage mean a LOT more than blue book. If that one was 4wd and not rusty, I would pay 7 for it with only 130K.
If it needs tires and has not had the timing belt done, then I would be more in the 5500-6000 range.

Standard procedure to change the water pump with the timing belt. If it was done at a dealership I'd say there's a very high chance the pump was changed too, and you can check that out through Toyota's website if you want.
FYI my 4Runner is an '02 Sport, with 157k miles. I just checked the timing belt and water pump and they look fine. They're original.
I paid $6000 for mine earlier this year. It was a weird deal, I bought it without seeing it first, had a family member check it out. If I had known everything about the condition I would have offered $5k and not budged. I've poured well over $1000 into it already and haven't done the timing belt / water pump yet.
So yeah, his price is on the high side. It might be worth it if you're convinced the maintenance is all current and the condition of the frame and suspension is REALLY good.

Saw this on Craigslist this morning. I like this one and think you should go for around 7k if you can. But he is from a city where they are known for being cake eaters so I'm not surprised he isn't willing to budge.
Funny.
He seemed like a good guy, just didn't want to go down any. I offered $6700.
We'll see what happens.

Agree with this 100%. Add to it, condition, mileage, supply and demand in the area at the time.
Case in point, I was searching for two months for a good condition 2002. Must haves were - well taken care of, serviced regularly, and relative low miles. Nice to haves were Sport and 4WD. I was frustrated with the search and the beaten up Runners I came across. Then just recently, a 2002 Sport RWD popped up in CL in the Bay Area about 2 hours drive from me. She wanted $8,500 for it.
Seller sounded nice and genuine and I drove out to go see it. Nice neighborhood, ridiculously clean garage, and meticulous records were waiting for my review. Thundercloud paint was amazing, interior was super clean, everything was OEM, all service was done at a local dealer, so I had all records via Toyota website. Zero rust. Original owner. All maintenance up to date. Drove nice. Deal was done. Cashier's check for $8,500 handed over to her. From arrival to departure, it took about one hour.
If you dont need the front wheels powered, then I'd say go for it if it checks out. Correction, it is a 4wd. Easy answer for me [emoji41]
