2003 SE bumper lens

I recently bought a 2003 SE 4runner and noticed the lens on the bumper. Are these lights? Sorry about the newbie question and thanks in advance...

I did mine and definately makes differnce on how well the back end can be seen at night, I have the parking and brake lights.............

I know I saw a thread showing how to do this mod. I did it and I really like it!! Been looking for the thread and will post it once I locate it. Here are a couple of pic's of my 05 with the mod.
