2004 4 Runner 4 wheel low problem

My 2004 4 Runner has all time 4 wheel drive and it works good.
However, I can't get to go into 4 wheel low.
I put it in neutral or park. It just blinks and beeps.
I drive it a few feet slowly then again neutral and 4 wheel low and it just blinks and beeps.
I don't think that it has a tranny dipstick to check level.
Any thoughts why no 4 wheel drive low???

Lock your center diff first.

The putting in neutral/shifting in 4lo you did right, just have to do the above first.
