So i seem to be running into this problem with the control knob on the dash as to where i want the air to blow out / when i press the button to change from it blowing through the main vents to my feet i would figure it to stop blowing out of the top vents but that is no the case / i can feel it blowing some air on my feet but not fully blowing air from the bottom when i press the knob to fully blow from the bottom / the dashboard shows that it is changing but the vents are not either opening fully or closing properly / is this normal or has anyone run into this problem before??

I have no experience with the problem on 4Runners but I have experienced it with other vehicles. There is a flap in the dash that is controlled by vacuum valve that is supposed to move to direct the flow of air. Besides that, there is also often foam used as a gasket on the flap to seal out air from going where it's not supposed to.

A common problem on all older vehicles is that the foam disintegrates and the vehicle develops a vacuum leak so the flap doesn't do it's job properly.

It's something you either live with or tear apart the dash to fix.
