2006 DOA but has power

I've scoured these forums looking for similar symptoms but have not found anything.

Went to start my 2006 4Runner and instead of turning over the dashboard lights up and the alarm goes off but sounds like a weak sickly cow. When I turn off the ignition the dash remains all lit up and will not turn off (including the alarm). After messing with the open/close buttons on the key FOB I was able to turn it off. Of course I had to try it again and got the same results.

My house isn't built on any ancient tribal burial grounds so I'm sure this is something electrical (?). Any ideas are greatly appreciated as I'd like to avoid a tow if possible.

Dying battery? Did you try to jump it? I always try to rule out the obvious first.
