Unfortunately, you have to pay for it.
It's available at the Toyota Tech Info System (TIS) site. (http://techinfo.toyota.com) It costs $10 to access for one calendar day, and more money for longer.
In addition to the manual, TIS has the complete service manual, TSB's, and instructions for some accessories.
To try to discourage people from downloading the whole service manual, both the service manual and the owners manual are cut into many small PDF files. The owners manual is 28 files for 2006, and the service manual is hundreds of files.
The quick reference card is available for free under the Owners section of the main Toyota Web site.
