2006 T4R Guage lights question

In my 2006 SR5 my gauge lights stay on all the time, not even the radio lights, just the 3 on the dash in front of me. Is that normal? Or are they supposed to be off when my headlights are off?

That's normal. Toyota made a change in 2004 (IIRC) to switch to always-on for better visibility.
