Yup, they are the same! The only thing I am uncertain of is which models for which particular years came with the insulation. My 2013 TE did not come with insulation.

When I swapped to a non-scooped hood from a 2019 4runner, it was a good fit. I did have to mess with the fender/hood/headlight alignment a bit because the hood to fender gap changed a bit and I was not happy with it. You will get that variation when swapping no matter what (but you might get lucky and not have to do that).

Insulation often depends on the trim level (SR, Premium, TRD, Limited) for the main purpose is for sound deadening and to dampen sheet metal flexing (drumming), not thermal insulation.

If you have a hood without insulation, you can probably add it by getting it from the dealer.
