Only weird things is I have seen 2015 blue Trail Premiums with KDSS around here. I was contemplating ordering a 2016, wondering if the combination is no longer available for my region.

Any dealer can get a KDSS Trail - you just have to agree on the price and they will get it. I live in Minneapolis and none of the dealers wanted to get me one that I wanted so I ended up using TrueCar (through my AmexCard) and found a guy in Fargo that shipped one direct from the rail at a Kansas City dealer to Fargo. I rented a car and went to get it two weeks later.
A dealer in Minneapolis has 3 trails (non-KDSS) on the lot 2 black and a white one. They rarely have them so it must be the last of the 2015 stock being moved around to unload the last of them.
I figured with the Entune update they were going to release the 2016's on their website - Toyota.com - Toyota 4Runner
As you can see the picture has Bing missing -

It is a little early for them to list the models in all regions. The TRD Pro is only in white in my area. I don't see inferno red anywhere and seems to have been replaced with Quicksand.

I've posted this time and again, guess one more can't hurt. You guys need to understand that Toyota does not determine which-options-are-sold-where. Each... individual... region... does. That's why you have to put a zip code into Toyota's builder.
Determining Your Region for Toyota Deals
Toyota divides the country into 12 regions, offering different deals/configurations in each. The territories are listed below. As you research your purchase, keep in mind that you’re not limited to the region you live in.
If there is a significantly better deal/configuration available in another region, it might be worth the trouble to travel and buy there. If someone offered you a few thousand dollars to drive to a nearby state and back, you might very well take the deal -- why not make the same drive to save that money on a new car? Once you know your region, make sure you check out the Best Toyota deals available to you.

Correct me if I'm wrong. It is my understanding that except for the Southeast Region, Toyota USA runs the regions.

You are correct.
Like I've been saying the 2016 is a carryover they renamed a color, swapped out one color on the pro. All configurations that were available on the 15 will be available for 16 in all regions. And again as many have pointed out for the millionth time , Try different ZIP Codes from different areas of the country when performing your build and price.

That, specifically, is probably true. My point however, is that (I think) Toyota allows each Region some autonomy in selecting which configurations of each model that Region will sell. e.g. KDSS might be available on a TE in CO, but not in CT. Again, this is why the Toyota builder requires a zip code - so you can only build to what your region has decided to sell. It is not uncommon for dealers to trade cars around to satisfy a customer. Whether or not they do this cross-region, I do not know.
I have read many, many times on this forum, members reporting that their dealer said "well Toyota does not build a TE with KDSS anymore", when I know full well that can be had in many other regions. So, his region has decided not to sell that option, period, and he lies to you to keep you from looking elsewhere.

Perhaps I'm mistaken, but it is my understanding that Toyota USA controls the regions, except for the Southeast. Therefore, Toyota USA is still to blame. It might be a different person or persons at Toyota USA, but it is still Toyota USA.

The customer controls the configurations. Based on data and history, each of the regions order what the customers want. They don't order "oddball" configurations for their region. Example: KDSS vehicles in Florida. The Toyota website reflects this. Don't blame Toyota, blame the 1,000 people who want the same thing in a region and don't pander to the one guy who wishes to have 4WD where it never snows.
My Dad used to be a mechanic for a Buick dealership back in the '50's and early '60's and told me this story of wanting to be different. Back then you could order a Buick about nine million ways with every conceivable combination. A guy came in and special ordered a '63 Wildcat. He paid his deposit and ordered the exterior to be BROWN and the interior to be PINK. Well, the car came in, they called him and unfortunately he had died the day before, his family said. After sitting on the lot for more than two years they ended up getting a new beige interior and losing their ass on that vehicle.
