2020 4R, what is this capped port on top of the engine?

it is just that...a plugged and unused port. Perhaps used on some other vehicle, or country and Toyota just made 1 intake manifold to fit multiple applications.
That said if you want to add a engine vacuum gauge, theres your starting point!
