22re cold start

So, I replaced the cold start switch on my
new / re-built 22re and it still won't start cold.
It cost $130.00 so.... ERRrrrrrrrr!

I tested the cold start injector with a ohm
meter and it read ok.
And once it warms up it runs and starts great.
Anyone have an idea or 2 on what it could be ?
I don't think I should keep starting it with starting fluid.
Thanks,
