22re does this crankshaft pulley look bad

This is a picture from under the front of a 22re in my 86 4 runner. There appears to be a thin metal band pressed into the back on the crankshaft pulley but I can't tell from any documentation I have.

In the picture on the left side of the pulley the metal band is seated. On the right hand side the metal band is not pressed in the crankshaft pulley and there appears to be an O-ring hanging out. I'm guessing this isn't normal. Do you think I just need to replace the crankshaft pulley? If so anyone have a good source?

Since I'm gonna replace the oil pump (It looks like the oil leak is coming from the oil seal). Anything else that might need replacement? (timing chain was replaced about 4 years ago). I don't have a clue to the mileage on the motor as it was a replacement.

That's actually called the harmonic balancer. It consists of a small inner pulley bonded by rubber, basically, to the outer metal part you're seeing. Usually has timing marks on it. It's made this way to help dampen vibrations from the engine. The "o-ring" you see hanging out is the bonding material. No, it's not normal and you should probably think about replacing it. I haven't actually sourced one, but I would think performance shops should be able to get them. Ebay may be a good source too. Just make sure you're getting one specifc to your engine.
