those tires are 32" and should fit on a stock suspension 1996-2002 4WD 4Runner. probably the PO lowered the 4Runner.
measure the distance from the center of the hub to the bottom of the fender flare. it should be at least 20 inches at the front and 20.5" at the rear.

And if that's not the problem....then the wheels could have different offsets.
Have you measured the backspacing on both?
***EDIT*** Wait....the tires you listed are 265/70R17....factory size for a 2000 would have been 265/70R16.
16" versions are 30.6" tall......
17" versions are 31.6".

That's correct, but the 32" tire will still fit on the stock suspension for the 4WD 4Runners.
looking at the OP's posted pic, the truck seems to have been lowered, judging from the distance between the top of the tire and the bottom of the fender flare.
EDIT: also the front bumper seems to have been moved rearwards or is it just an optical illusion?

You need to give more info on where they're rubbing. "Front fender" doesn't really help.

Rubbing is normal with 265/70/17 and stock suspension. Same thing happened on my 99 almost 7 years ago. At the time I was running the stock 2wd springs.

I ran 235/85 R16s before lifting and had a slight rub on the inner fender . With my worn out suspension the hub to fender measurement was only 18 inches . Off topic , OP , how's winter treating you in K Falls ? I used to live in the area , Sprague River.

Your coils are worn out most likely. You've lost lift due to sagging coils. Replace the coils or add a mild lift and they will fit fine.
I had 190k miles on my 4Runner and gained about 1" of lift by replacing the old coils with stock but new ones.

I've always thought so too. I guess the coils have too much sag or were replaced with 2WD coils

Just measured my stock 2WD with 266k (hub center to bottom of flare), just a hair under 20" front and 20.25" rear.
Do 2WDs normally sit lower? I was planning on putting FJ wheels and 265/70/17s on it, but didn't realize the 2WD clearance was different.

Laying a tire angled and next to another tire is a big visual difference than actually bolting the wheel/tire on the vehicle and taking measurements. Have you actually tried to install the wheel and tried yet and they tried to turn lock to lock? This will be better than asking people on the internet if they will fit.
FWIW, I run 265/70/17 Goodyears with 4th gen runner wheels on my 96 Sr5 4wd with factory suspension at 160k. The 96's had the shortest coils of the 3rd gens and I have very minor rubbing on the frame at full lock. Although I do not have flares and running boards.
