3rd gen roof rack

I recently got a '98 4runner Limited, and when i test drove it, i noticed that the rails of the roof rack were missing. The main part of the roof rack are intact, but the rails in hte middle are gone. I asked the dealer about it and they were like "they arent there, they were on there yesterday." Apperently someone stole the rails. I was wondering if there was a way to just buy that part of the roof rack. I also would like to know if you can/how to paint the roof rack. The black paint on my roof rack and my brother's ('96 4runner SR5) roof rack has started to peal/flake off.

Make them order the parts and have them INCLUDED in the deal. If it was stolen while in their possesion, it isnt your fault! Make them eat the cost. Work out the deal without sayign anything, then when you decide on a price, say you need those parts thrown in or you are walking out. I used to sell cars, and I used to tell my customers to do the same. It wasnt my money, so I sure as hell didnt care! Not to mention I got a TON of referrals because the people I sold the cars to loved me for it!
