Today i did some cleaning of the throttle body in my 99'.
I have to say i was really surprised at the amount of crud that had gathered up on the edges of the butterfly valve, and the areas where it met the TB.
It didn't take long to do at all, and while im not going to claim it is going to give you any power improvements or get you better gas mileage...you run less of a chance of getting crud in your engine IMO.

The person who did that writeup simply just cleaned it up without removing it. You will be able to get 80% of the gunk out by doing so. I decided to remove the whole throttle body and clean it thoroughly. I found that there was even more crud where the idle ports are, as well as all along the gaskets.
A few things i noticed and was curious about.
What is this gunk that is in there? Is it just small contaminates that build up over time (i cant imagine anyone has cleaned it since 99') or is it stuff from the PCV valve?
The gasket that goes between the TB and the intake headers has an area that actually seems to be blocking air into the engine. Is there a reason for this excess material on the gasket?
You can see it in one of the pictures on the writeup mentioned above.
If you look behind the butterfly valve to the right, the gasket protrudes maybe a half inch into the flow of the air. The other side of the intake is the same size as the TB as well. Also, while that picture is not in my vehicle, mine is the same way. I found it odd. Anyone know why toyota designed that gasket like that?
Overall was well worth the 1/2 hour - 45 min it took to do thoroughly.
