3VZE Timing Belt Question

Can the timing belt be adjusted on the cam sprockets without removing the harmonic balancer? Is there enough slack by removing the tensioner?

I recently purchased a 95 V6 4Runner. The previous owner changed the head gaskets himself. He says that he got the timing off by 1 tooth. It's slow and doggy, no power for passing and I don't think I would try to climb a big hill.

Any words of wisdom would be greatly appreciated. I've gone over the service manual on the timing belt change, and it doesn't sound too bad.

**On the bright-side, he did leave me a pair of channel-locks and a 12 mm socket that I've found in the engine compartment.
