4-wheel drive not working

Ok,so I've got a '92 4runner.I bought it about 7 months ago and when I bought it,I was informed that the 4WD didn't work.The previous owner said that he was told(by a mechanic)that it was likely a fuse(on the 4WD tranny).
Can anyone give me some insight on this issue?

I don't know much about 2nd gen 4runners - does it have a switch or a lever? If it has a lever then it might be the ADD. I know on some 3rd gen 4runners, the ADD can go out of a vacuum line gets pulled out or plugged and keeps the front axle from engaging, even though the t-case is in 4wd.

It's a lever control. What's the ADD. Someone told me to switch the vacuum lines to see if that was the problem.They also mentioned the VSV.Got any idea what that is?
 
The VSV is the vacuum switching valve. There is 2 of tehm located on the passenger fenderwell. One is blue and the other is pink I believe. Teh lines could be crossed somewhere causing it to not engage. Does the 4wd light come on when it is put into 4wd?
