4-wheel drive won't engage

Hello all,

I have a 1997 V6 limited ed. 4runner. I love it!

Unfortunately. ever since I bought it a couple years ago I've never been able to get the high 4-wheel drive to engage. Low works just fine, just not the high. What could the possibilities be?
