4Runner 4 wheel drive

I have a 91 with 3.0, I bought it with a blown motor and had it rebuilt, totally. It already had new heads from the previous owner so I bought new pistons, crank kit, oil pump- the works. My problem is the 4 wheel drive, when I shift in to 4 Hi the light on the dash (4X4) comes on but it doesn't go into 4X4, when I shift to 4 Lo the light comes on but it does nothing, doesn't go into Lo range. I've heard that there are solenoids for this. Can anyone tell me how I can test this and where they are located?
