4X4 not working

I have a 96 4runner, 3.4l, 5-speed, auto locking hubs, with 219000 miles. We had ice down here in South Texas which is a rarity back in Feb. 2011 and I ran about 5 miles in 4 High on pavement and it started to smell like a burning clutch. So I disengaged the 4WD because I thought that's what it would have to be since I was not using the clutch at all. I have not used the 4WD since then. We'll I was at the beach this past weekend and the 4WD did not work. The light doesn't come on and when I try to put in 4 low it will grind a little but not much. The fuse is not blown and I took it to a tranny shop and they said they would need to get into the transfer case to further diagnose the problem for $200 and apply that to the cost of the repair should I decide to go with them. Also need to add that I had a new clutch put in 4 months ago. Any pointers and what's the most you would pay for the repairs?

Are you sure you don't have the ADD 4WD system, not auto hubs?
Is it that the front axle isn't locking?
Do you feel the change when you put the t-case in Low range?

How do check to see if I have the ADD 4WD system.

Yes the front axle is not locking. I tried spinning out in the sand in 4HI and only the rears were spinning so that how I noticed the 4WD was not working.

I do feel the change when it's in 4LOW.
