86 4r dash lights

i have a 86 4rnr and when i turn on the headlights the instrument cluster fails to light up. I have checked all fuses and replaced them all to factory specs. i cannot find a fuse either. I am wondering if this means the cluster needs to be replaced. any suggestions?

have you tried the reostat ? ... might be in the "off" position

i pulled the cluster and there are a number of lights in there to replce i could see all them going at once. also the lights to temp control are out as well.
