864R Distributor air gap

I know in theory how to set the air gap on the distributor, but when I went to actually do it I find that the point of the signal rotor is not lined up with the pickup coil projection as shown in FSM. Rotating the motor moves the rotor but not the signal rotor, which seems to be fixed. Do you have to loosen the clamp bolt, revolve distributor body, adjust gap, and then reset??
Appreciate any help.

not sure what you mean about setting the air gap, but if you loosen the nut and rotate the distributor you will be adjusting the timing.
 
I copy that. But what I'm talking about is the gap between the signal rotor and the pickup coil projection which the manual gives a spec for. Its sort of like adjusting points on old cars. I know how to do it, just not how to get the relationship set up to make the measurement.
