89 4runner failed emissions

Hello everyone!

I just bought my 89 4runner SR5 yesterday. Today I took it in to get the emissions tested and it failed. Here are the results:

25/25 test

HC ppm: 164 (179 allowed)
CO%: 0.58 (2.22 allowed)
NOx PPM: 3188 (1161 allowed) FAIL :(
RPM: 2384 (3000 allowed)
CO+CO2%: 14.6 (6.0 min)

50/15 test

HC ppm: 154 (183 allowed)
CO%: 0.60 (1.65 allowed)
NOx PPM: 3393 (1262 allowed) FAIL :(
RPM: 2651 (3000 allowed)
CO+CO2%: 14.6 (6.0 min)

Just wondering if anyone might have any suggestions on why it's failing the NOx PPM test and what I could do to fix it. I was told by a friend that it's probably something to do with the EGR system, which could be the case. After driving the truck around all day I've noticed that the truck is kind of slow for a V6 and there's a gargling like noise coming from the exhaust. Could this be caused by a bad catalytic converter?? Where should I start first to fix this problem? Please help! Thank you for reading!

You need a new catalytic converter....had the same problem with my 89 last year. You might also consider doing a full tune up while you are at it too (plugs, wires, cap and rotor).
