97 4runner factory fog lights

I have the factory installed fog lights on my 97 4runner. When I bought the runner they didn't work. I finally got around to looking at them. I found a blown fuse, so I replaced the fuse (15A) with a new one and switched them on and it blew that fuse too. So I stuck a 20A fuse in and it blew that. I took apart all the housing to look for a grounded or short wire and the pins on the bulb look weird to me. Do these look normal? ALso where can I buy replacement bulbs?

Let us see the other side of the fog light bulb. I think it is stuck at the base. You have to remove a metal clip which acts like a spring to remove the base of that bulb. It is H3 12V 55W bulb. Stay with Stanley or Koito (each $20 ish at Camelback). If you buy any brand, expect to replace it every 3-4 months. One more thing, do not touch the glass on these H3 bulbs or any halogen bulb. If you touch it, wipe it with some spirit.
