97 4runner hard cold start

Greetings,

My wife recently purchased a used 1997 Toyota 4Runner.

Last week, it had a new timing chain and water pump put in by the local technical high school auto shop.

It now has had some issues with cold starting and stalling. My wife says that she's had problems with it being hard to start and running rough first thing in the morning (we live in the Northeast, temps are currently getting into the low 30's at night). I haven't had any issues like that, but it did stall on me. Sometimes, when you put the key in, it doesn't have power, nothing lights up and it won't start. If I fiddle with the battery cables, I can get it to power up, so I replaced the terminal ends and cleaned up the terminals. I put a charger on the battery and it's fully charged.

My wife thinks that the idle is lower then it was before the work was done but it seems fine to me.

Any ideas? I've checked the forums and come across something called a cold start relay, where is that and what does it do?

Please be specific, I can do basic repairs but know nothing at all about Toyotas or fuel injection.
