98 Frame rust pics

Was looking at a 98 4runner. Engine wise and cosmetic wise it's in great shape. Guy has receipts for everything but when I looked under this is some of what I saw. Snapped some pics. On a scale of 1-10 how bad is this? Don't have a lot of experience with rust living in the south. Thanks!

My '98's rust

I had to have this patch welded onto my frame when my muffler was replaced, this was on the same side:

So recently, I had been hearing a squeak in my rear end. Checked underneath, it was coming from the body mount, which I could see was cracked on the left side. I unbolted it today in school, and the whole thing fell off. It was not holding the body on at all, it was just rubbing against itself. So I started cutting off the cancer to start getting measurements to fab up a new bracket, and noticed this behind the bottom angled brace:

That being said, do I wire wheel the hell out of that cancer, weld a plate front and back? Or do I cut out the cancer, plate in it's place, and plate on front? Any advice would be appreciated, I'd like to get this fixed ASAP

i had some rot in the same place , i cut the rust out and then boxed around the frame with new 1/8'' steel .
