I have no idea the issue when I start my engine in cold weather for 3rz-fe
what part do I need to replace

There are many things that can affect starting, but I would start with the IAC. Lots of threads on that here and on the interwebs.

Make sure your MAF is clean, too.

as Mike said, there could be a variety of issues. Start simple with the IAC and MAF.

But, from my completely uneducated perspective on why things don't work the way they should, from the video this appears to me to be fuel related. Check into replacing your fuel filter, and investigate the state of your fuel pump

I will do it to save $270 from dealer labor
