99 Fog Install Problem

I bought a toyota Fog Light Kit for my 99 4Runner off of eBay and I went to wire the kit and it wants me to scotchlock two wires that are not there. The Kit is actually for a 00 4Runner, does anyone know if they changed wires from 99 to 00?

I ran into the same problem on my 00 base model, the wires they wanted me to splice were not there. You may have to just run power to them if you want them to work. I thought all SR5's were pre wired but apparently not.
