99 Limited Fog Lights

I have a 99 4runner limited and my fog lights seem to not be working. i have checked the bulbs they are fine and all fuses are fine, and theswitch inside is on. Any ideas on what might be wrong?

Did you buy this used or new?

If you have a volt meter you can test the current at the fogs when they are on and check for 12v.
