99 runner won't run when engine hot!

So I've got one weird troubleshooting question for all of you. I have a 99 4runner with a 4 cylinder engine 4wd (basic model), It only has about 50,000 miles on it.

Here's the problem: When the outside temperature gets below about 10 degrees F, I can start the runner just fine, drive it fine, etc. However as soon as the engine gets to the full operating temperature and I pull up to a stop sign etc (take my foot off the gas) the idle will drop to (500-700 RPM) surge a few times and then the engine will die (can keep it running if you pump the gas....sometimes). If I let it sit a few minutes, the people at the stop light behind me hate this :o), and let the engine get back into cold idle mode then it will run just fine...that is until the engine gets to full operating temp and then bam it won't idle again. I've taken it to a few shops in my home town (Juneau, AK) and by the time they get around to looking at it the outside temperature is over 10 degrees F and they can't get the runner to replicate the problem for them. One shop said it was the TPS (throttle position sensor) and replaced it. However, the next year it got cold (below 10 degrees F) same thing won't idle once the engine gets to full operating temp!!! ARGH Last winter one shop (different shop) finally got the runner to replicate the problem and they concluded it was the TPS...same thing I replaced the year before!!!

I love my runner and it runs great 98% of the time but I'm about ready to roll it off a cliff, with a lit rag hanging out the filler neck of the full gas tank the next bitterly cold day it dies on me! Any ideas would be greatly appreciated. Thanks!!!
