99 rust at rear roof rack?

I just bought a 99 which is in great shape except for a rust spot on the rear passenger side roof rack. It has a hole which isn't cool, but no water inside as far as I can find. I need to get this fixed ASAP.
Before I start tearing into anything I figured I'd post and see if anyone has had this issue.
Does that rear part pop off so I can get to the bolts? I don't want to break anything,,, yet.

Turn the clamps on the roof rack rails so they slide. You will see 5 torx screws on each side. Unscrew those and the rack will come off. The plastic end pieces can be pulled out once the 1 torx screw is removed from each of them. You might want to patch this from the inside. And then sand the outside and paint.

Thanks for the info, I'll go take a look at it. I'm going to have a body guy do the work as I want it done right.

All fixed. There were two holes that rusted through. My buddy sanded and welded them up, turned out great.
