A/C and starting issues

I have 2 issues, so I thought I would put them in one post.

#1:
My a/c doesn't work, the light doesn't come on the switch. Tonight, I found one a/c fuse behind the passenger side kick panel. It was blown, so I tried another fuse and tested the a/c. The a/c light came on for half a second and I could hear the fuse blow. Could there be another fuse that is blown before this one that is tripping it?

Any ideas would be appreciated, I'm not very good at electrical. I know there is another fuse box under the hood, but I didn't see anything labeled A/C.

#2:
When I start my car, it sounds like I am starting it while the engine is running. (That grinding noise.) It's not every time, and usually only does it once, then the car starts fine. Could the starter be going bad? Should I replace or get it rebuilt?

I appreciate any help I can get.

Do you have any miscellaneous wires coming from any fuse box, or added on? (aka, add-a-circuit, fog lights, misc stereo, amps, etc.) Messing with anything there can do alot of damage.

As for the starter, it may be grinding by not engaging fully, so the gear slips on the flywheel. If you do any mudding/live on a dirt road, or its salted in winter, give it a good look under the car. You may see some major rust, corrosion, or something else. A good look through is always useful.

I don't believe there is anything else coming out of the fuse box as there aren't any other accessories, but I will give it a look.

I'll take a look at the starter as well. We don't have a lot of mud, we do get snow, but they don't use salt on the roads here. I'll see if I can clean it up a little bit to see if that helps.
