a/c idler pulley question

I just changed my timing belt/water pump but I did something stupid and removed the idler pulley completely. It was fine before, now when I install it, it makes a whirring noise and gets very hot. it is NOT the bearing, I believe the flat metal piece that goes between the nut and the pulley is rubbing the pulley causing friction and heat.

I think I have it installed wrong, however there is paint on both parts and its pretty impossible to have it wrong. The only other thing I can think of is that I have the wrong nut on there so its holding the pulley on incorrectly, but thats also pretty unlikely

Does anyone have a pic of the correct installation of the idler pulley. Even the FSM does not have a diagram. A picture from under your truck would really be great, this is so stupid and I cant drive the truck until I get it fixed, I dont want to waste the new belt due to something stupid.
