If i buy a used one for my 2002 4Runner does it need to be programmed to my 4 runner or can i just replace it?

I would say that you don't need to program it, at least if it's similar to the SRS module and other ones.

But I don't have an 01/02, so I could be wrong.

No programming needed. I used to sell these for a pretty penny. Try a junk yard if you can't find any for a good price.
