Don't know for sure, but I was told by Toyota dealership it's for the vehicle's jack. When I asked then why is my jack under the rear seat...he advised there was an optional jack that was located in the rear??

I'm anxious to find out if this is true...

I would say your Toyota dealer is full of sh*t and that you caught him on his BS by telling him it's under the seat. I don't know that I've ever seen a 3rd Gen with anything in there, not sure of its purpose.
 
I don't think it was put there for a specific thing. Just as extra storage for whatever you'd like to put in there.

I only ask because there are straps located there, perhaps for convenience I don't know. It got me curious. I have the roadside emergency kit, but it doesn't fit—which was my first thought.
 
Emergency triangle in countries that require them. My '97 HiLux SW4 (assembled in Argentina, sold in Brazil) came with one in there, as well as a fire extinguisher under the front seat, both required under Brazilian law. I found one that fits my '99 US rig just fine.
